If Survivor Does Not Consent to the NRM

  1. Complete Online NRM Form - make referral to The Salvation Army for support if wanted by the survivor.

  2. Find Pre-Reasonable Grounds Decision Housing - if the survivor has recourse to public funds this responsibility lies on the local authority. If the survivor does not have recourse to public funds, contact The Salvation Army and third sector organisations.

  3. Reasonable Grounds Decision

  4. If Positive - survivor receives recovery and reflection period, usually accommodated by The Salvation Army. Send TSA all relevant documents and support plan.

  5. Follow up with survivor after 45 days.

  6. If Negative - ask for the decision to be reconsidered and submit any new information. If refused this can be challenged via a judicial review.

  7. Conclusive Grounds Decision

  8. If Positive - The Salvation Army will organise move-on support

  9. If Negative - ask for the decision to be reconsidered and submit any new information. If refused this can be challenged via a judicial review.
